Expand or replace: what it really comes down to
Adding a circuit sounds like a small job, and sometimes it is. But whether it really can be done does not depend on how much you want it, but on four down-to-earth questions: is there room in the box, is the box in good condition, is there already an RCD in it, and does your connection supply enough power? If those four are in order, expanding is often the quickest and cheapest route. If one is not right, an extra circuit does squeeze in, but you do not solve the real problem.
The difference from replacing is in the degree of intervention. With expanding you leave the existing box in place and add a circuit to what is already there. With replacing, the whole box comes out and a new, roomier and safer one goes in its place. That last option costs more, but it also immediately solves outdated protection, too few circuits and worn wiring. The art is gauging when that bigger step earns itself back.

When expanding is perfectly fine
Expanding is the obvious option if your box still has free space. Check whether there are empty spots on the rail, or whether it is filled to the last module. If there is room, an electrician can add a breaker and, if needed, an RCD without disturbing the rest. The condition matters too: a box that looks neat, without scorch marks, rust or moisture, and with modern circuit breakers, is a healthy basis to build on.
The most important safety point is the RCD. If there is already a 30 mA RCD in place that can protect the new circuit, the extra circuit hangs in the box properly protected straight away. For a circuit in a wet room or outdoors, that RCD protection is not a luxury but a requirement. If there is an RCD present but it is already full, sometimes a second can be added, provided the box has room for it.
Finally, your connection has to be able to handle it. An extra circuit spreads the load better, but does not increase the total power your home can draw. If you stay within what your meter and main fuse supply, adding is enough. If you are actually adding heavy use, such as an induction hob plus an EV charger, whether your connection needs upgrading is a separate question, and one that stands apart from the box itself.
When replacing is wiser
If the box is full, expanding hits a limit. You cannot keep adding circuits endlessly to a rail that has no room left. An electrician can sometimes shuffle things or fit a narrower breaker, but at a certain point a roomier box is simply the logical and, in the long run, cheaper choice. Certainly if you expect more circuits to be added later, going roomy straight away is smarter than paying twice.
If the RCD is missing entirely, or you still have old-fashioned ceramic fuses with a fuse wire, adding an extra circuit is mopping with the tap running. You add a circuit to an installation that lacks the basic protection. In that case replacing the box is not more expensive hassle, but the only way to get it right and safe straight away. The same goes for signs of overheating, moisture or rust: then you do not want to expand, but to tackle the cause.
The age and layout of the box weigh in too. An outdated box with too few circuits for a modern household is not permanently fixed by a single extra circuit: the next overload will come by itself. If you really want peace of mind, a new box with enough circuits, modern breakers and a good RCD is the investment that pays itself back in safety and convenience.
What the electrician assesses, and the safety side
Before a single circuit is added, a certified electrician looks at the whole. They check the free space on the rail, the presence and operation of the RCD, the state of the wiring and connections, and whether your main connection can handle the extra use. They also measure whether the earthing is in order. Only once that basis is right is adding a safe solution rather than a risk you push ahead a little.
That care has everything to do with NEN 1010, the standard for safe electrics at home. It prescribes how circuits should be protected, with a 30 mA RCD and the right fuse per circuit. Work on your fuse box belongs, under that standard, with a certified professional. Bodging in a circuit yourself is not only dangerous, it can also cost you your guarantee and your insurance.
Because your insurance counts too. If something goes wrong with electrics that were not installed to the standard, for instance a fire from a wrongly added circuit, your insurer can refuse the damage. A circuit added by a certified professional and up to standard, or a new box handed over neatly, gives you that certainty. When in doubt, always check the terms of your own policy.
